That’s what we are doing here in this district.For too many years, this district has been underinvested in and written off.And when that happens, families get left behind.Farmers. Veterans. Students. Working families. Rural communities.People deserve representation, whether a district is considered “easy” or not.Because when we stop showing up in communities like ours, it weakens trust in democracy itself.And here in IL-15, you can see exactly where that leads.In 2024, no one even ran against Mary Miller.No real challenge. No real conversation. No accountability.We cannot keep doing politics this way and expect different results. <a href="https://secure.actblue.com/donate/may12tuesdays">https://secure.actblue.com/donate/may12tuesdays</a>We cannot keep letting maps and assumptions decide which communities matter and which ones get ignored.But this cycle feels different because people here are ready for something different.Four Democrats stepped up to run. And, two Republicans challenged Mary Miller in the primary.That does not happen in districts people truly believe are hopeless.And the truth is, Mary Miller has never really had to defend her record in a serious general election environment.Now she does.This campaign is different because it is rooted here.I’m a nurse. A single mom. The daughter of a veteran.I’ve relied on Medicaid, SNAP, and unemployment before. I know what it feels like to worry about healthcare costs, bills, and whether there will be enough left at the end of the month.I also know this district is full of hardworking people who are tired of being treated like second-class citizens by both parties.People want someone focused on this district. <a href="https://secure.actblue.com/donate/may12tuesdays">https://secure.actblue.com/donate/may12tuesdays</a> Not building a national brand. Not creating chaos with divisive rhetoric.Just doing the work.That means showing up in all 35 counties.Holding town halls. Listening. Having conversations. Being present.Because breaking the cycle is about more than one election.It’s about finally investing in communities, like Palmer, Warden, Plymouth, and so many more that have been ignored for far too long.And that takes all of us.It takes people willing to volunteer. -To organize. -To knock doors. -To make calls. -To host events. -To bring new people into this movement.And yes, it takes financial resources too.Not because money wins everything, we proved that in the primary, but because organizing across 35 counties takes real investment.For example: Every 125 miles driven across this 17,000-square-mile district costs about $600. 50 T-shirts also run about $650.And that’s before the everyday costs of running a true grassroots campaign.The truth is, races like this only become competitive when people decide they are worth fighting for before everyone else believes it.That is how you build momentum. That is how you surprise people. I’m really glad you’re here.If you’ve been with me from the start, thank you. We would not be here without you.We won our primary. That matters. Now the real work begins.For those just getting to know me, I’m Jennifer Todd. I’m a nurse, a mom, a neighbor, and someone who believes this district deserves a representative who shows up, listens, and fights for the people who live here.I got into this race in January of 2025 because it was clear our district was not being heard. I kept meeting families struggling with rising costs, farmers being left behind, and people who felt like no one in Washington was paying attention to life here at home.I decided to step up because I believe our community deserves someone who shows up and fights for us.Everywhere I go, I hear the same thing. Costs are too high. Groceries. Gas. Health care. Farmers are worried about staying afloat. Families are stretched thin. Seniors are wondering how far their Social Security will go.We can do better. And that is what this campaign is about.Since the primary, we have been growing our grassroots team, reaching more voters, and building the kind of campaign it takes to win in November.And here’s the truth of where we are right now.We have volunteers ready to knock doors. County chairs stepping up. Organizations asking for yard signs and t-shirts.That’s exactly the kind of momentum we need.We would love nothing more than to deliver boxes of signs and shirts to every single county in this district. This newsletter brought to you by caffeine and summer rainFAMILY FEUD:&nbsp;Congresswoman Mary Miller is wading back into a culture-war fight.Last week, the Illinois Republican introduced legislation that would end federal recognition of Pride Month and replace it with “Family Month.”The proposal, which aligns with the views of a Republican Party increasingly skeptical of gay marriage, landed as Pride Month celebrations were getting underway across Illinois and the country.Her Democratic challenger, Jennifer Todd, argues Miller is focused on the wrong things. “If Mary Miller really wants to honor families she should be fighting to lower the prices of gas, and groceries, ensuring we have access to health care, making sure our kids can get a good education, and help family farmers survive. That’s what honoring families really means,” Todd said in a statement to Playbook.Equality Illinois echoed that. “The diversity of our nation, including LGBTQ+ people and families, is one of our greatest strengths. We are strongest when we recognize the richness of our communities and affirm that everyone belongs. We can celebrate the many kinds of families that exist while also honoring the resilience of LGBTQ+ people,” the advocacy group said in a statement to Playbook.She’s not the only Archie Bunker. Miller is following the lead of Indiana and Tennessee governors who have issued proclamations recognizing “Nuclear Family Month.” And there’s Tennessee Congressman Andy Ogles, who recently drew criticism — including from fellow Republicans — after his social media post declared that “Homosexuality has no place in America.” The post was later deleted, with Ogles saying the “stupid” and “harmful” post was made by a member of his team who was reprimanded.True colors: Miller’s legislation is just the latest example of her courting controversy. Days after taking office in 2021, Miller drew criticism for quoting Adolf Hitler. In 2022, while celebrating the Supreme Court’s decision overruling Roe v. Wade, she called it a “historic victory for white life,” which her office later said was a slip of the tongue, with the wording of the prepared remarks purportedly terming the ruling a victory for “the right to life.” Last year, she came under fire for a xenophobic post identifying a guest House chaplain as Muslim when he was Sikh. Miller said at the time the man “should never have been allowed” to lead the prayer.She’s MAGA: Miller also objected to certifying the results of the 2020 election and has referred to a trans colleague, Sarah McBride, as “the gentleman from Delaware” on the House floor. Those positions and others have made her a close ally of President Donald Trump, who endorsed her reelection bid.Back home, though, constituents have complained that she’s difficult to reach and rarely holds public town halls. <h2>May 26, Tuesdays with Team Todd</h2>Tomorrow, I’ll be speaking to the Illinois Alliance for Retired Americans, representing more than 257,000 members fighting to protect Social Security, Medicare, pensions, and healthcare for seniors across Illinois.It felt like the right moment to talk about one of the clearest differences between myself and Mary Miller.Right now, nearly 150,000 people in our district, about 20%, are retired seniors.Veterans.&nbsp; Retired teachers.&nbsp; Nurses.&nbsp; Factory workers.&nbsp; Farmers.&nbsp; Union members.People who spent decades paying into Social Security and Medicare with the promise those programs would be there when they needed them.And yet Mary Miller consistently votes to cut funding and services for this very community, then publicly cheers those cuts on, while seniors are left trying to survive on benefits that no longer come close to matching the real cost of living.Just yesterday, I learned some seniors in our community are receiving as little as $24 a month in SNAP benefits for food.Twenty-four dollars.No one who worked their entire life should be choosing between groceries, medication, rent, or keeping the lights on.But while Mary Miller cheers on cuts to SNAP, Medicaid, and healthcare programs, I see the people those cuts hurt.I see seniors skipping meals. I see people splitting pills in half to make prescriptions last longer. She represents us.Here at home, we’re dealing with: underfunded schools, overworked teachers, and students who aren’t getting the opportunities they deserve.That’s what she should be focused on.Instead, she’s choosing political fights that have nothing to do with our communities while supporting policies that take resources away from public schools, especially in rural districts like ours.That hurts our kids. It hurts our teachers. And it hurts our future.Our students deserve better. If she hasn't reached out to you yet, expect to hear from her soon.<h2>Yard Sign Update</h2>Campaign yard signs are expected to arrive in August.We'll work directly with each county to coordinate distribution.Many signs will be available for pickup during the Illinois State Fair. If no one from your county will be attending, don't worry. We'll work with Tabitha and our Zone Structure to make sure your signs get where they need to go.<h2>4' x 4' Signs</h2>We've received a tremendous amount of interest in 4' x 4' signs.Thanks to a recommendation from Dan Kovats, we've selected a printer and finalized pricing.Cost: $36 per sign, plus shipping.The printer will have Jennifer's artwork on file, allowing supporters to order directly if they choose. We can also coordinate group orders through the campaign using donated funds.The final design will be delivered to the printer this week, and we'll share complete ordering instructions as soon as everything is ready.<h2>Surrogate Speaker Program</h2>Our Surrogate Speaker Program is officially underway, and volunteers are already signing up.With 35 counties, Jennifer won’t be able to be everywhere, and the surrogate speaker program is an important part of making sure Jennifer is represented even if she can’t be there herself.&nbsp;If you have someone in your county who is an effective public speaker and would enjoy representing Jennifer at local events, meetings, or organizations, please let us know.&nbsp;We'll provide them with the information and resources they need to be successful.<h2>Coming This Week</h2>Today's campaign email includes even more updates and links to join or RSVP, and we're expecting to have some exciting fundraising news to share with all of you later this week.Thank you for everything you're doing to build this campaign in your communities. <h2>July 7, Tuesdays with Team Todd</h2>Firsts.This campaign has brought so many personal firsts into my life, and it has been an amazing and profound journey already.The very first was taking a deep breath in January 2025 and hitting send on an email announcing my intent to challenge Mary Miller.I just jumped in with $200 and a Google Search on who to send that email to because no one had stepped up to run against her in 2024.I knew this would be a long road, but I also knew the people of IL-15 deserved a choice.Since then, every conversation across our 35 counties has reminded me why I took that first step.And now, because of every one of you reading this email, I am excited to share some amazing firsts happening in this campaign.&nbsp;<ul><li>This past weekend, I became the first congressional candidate (including sitting members of Congress) ever to march in the Sullivan Fourth of July Parade.</li><li>With so many volunteers stepping up every week, we are excited to be holding our first Phone Bank Manager Training on July 14th.</li><li>Expanding our voter outreach with our blast texts going out to reach voters across the district, allowing us to share our message with even more people across our 17,000 square miles.&nbsp;</li><li>This Saturday, we will hold our first Day of Action in Decatur, bringing supporters together to meet voters where they are, hear what matters most to them, and continue building the relationships that will win this election.&nbsp;</li><li>And because of your donations, we were able to hire our first organizer, Tabitha Carden, who is already helping us grow our volunteer teams and strengthen this campaign across IL-15.</li></ul>Tabitha is based in Jacksonville, in Morgan County, and she is already helping us grow this campaign across the district. <h2>Money helps win elections. We all know that.</h2>And in the race for Congress in Illinois' 15th District, incumbent Mary Miller has a massive financial advantage over Democrat Jennifer Todd.But I still refuse to believe elections are only for sale to the highest bidder.Jennifer Todd may not have millions pouring into her campaign. She may not have the backing of political extremists or national MAGA machines. What she does have is something this district desperately needs: common sense, integrity, compassion, and a genuine desire to represent ALL of the people in her district.She isn't running to become a social media celebrity or a conspiracy theorist. She's running to do the actual job- to fight for resources, infrastructure, healthcare, agriculture, education, and economic opportunities that help rural communities survive and thrive. When Mary Miller made statements connected to phrases like "Hitler was right," or describes the Roe decision as a "victory for white life," that gives me pause. Those comments do not reflect the values I want associated with our district or our country.Our district deserves a representative who brings something back home besides headlines and outrage. At the end of the day, Jennifer Todd doesn't need to outspend Mary Miller. She simply needs enough people willing to stand up and say "We want better!"If voters show up, if people stop assuming their vote doesn't matter, and if enough ordinary people choose substance over chaos- she absolutely has a chance.Money buys ads.People still decide elections.For those reasons, I personally endorse Jennifer Todd in this race.-Ronda Shelton

She’s not talking about the rural towns and working communities that make up IL-15.She’s not talking about Nokomis. Or Greenview. Or Champaign. Farmers trying to stay afloat. Public schools stretched too thin. Healthcare systems under pressure.This is what deserves attention.I have been showing up. I’ve been listening. <h2>June 2, Tuesdays with Team Todd</h2>One thing I've learned as a nurse and a mom is that love doesn't come with conditions.When your child is hurting, you show up. When they're struggling, you support them. When they're finding their way in the world, you don't stop loving them.You keep being their parent. You keep being their family. And you keep reminding them that they belong.That's what families do.And, often, that's what communities do.Families across our district may look different from one another, but at our core, most of us want the same thing: for the people we love to be safe, healthy, and able to build a happy and successful life.That's certainly what I want for my family.And it's what I want for yours.Not just for those whose families look like mine. For all of you.As a nurse, I've spent years caring for people at some of the most vulnerable moments in their lives.I've seen the difference that support, acceptance, and compassion can make. I've also seen the damage that can happen when people feel rejected, isolated, or told that they matter less than others. The consequences aren't political.They're human.That's why I believe every child deserves to feel safe at school. Every family deserves equal treatment under the law. And every person deserves dignity and respect.Not because of who they are. Not because of who they love. Not because of what they believe.Simply because they're human.Last June, Mary Miller said, "Pride Month, in my opinion, is evil." <h2>May 19, 2026, Tuesdays with Team Todd</h2>Here’s something I’m sure we all can agree on.Fundraising is not the fun part of politics.Nobody wakes up thinking, “You know what would really brighten my day? More campaign emails and texts.”Unfortunately, campaigns are still expected to pay bills, print signs and literature, cover entry and filing fees, pay for gas, pay for technology, and direct voter contact to reach people across IL-15’s 17,000 square miles and 35 counties.The list goes on. So here we are.But you’re not reading this because fundraising is exciting. And you know the people in this district are worth fighting for.Last week, we talked about breaking the cycle.The “this district was drawn this way, so why bother” cycle. The “my vote won’t matter” cycle. The “nobody can beat Mary Miller here anyway” cycle.The reality is:No magical savior is coming. Chaotic rhetoric only divides. The millionaire and billionaire donors aren’t breaking down our doors.We do it by organizing in our communities. With visibility. With voter contact.And yes, with fundraising.Because campaigns like this do not run on inevitability. People are asking how they can help.They are not waiting for someone to save them. That’s why I’m running for Congress to fight for families who are being left behind on costs, farms, and opportunity.&nbsp;Affordability is the issue I hear everywhere I go. From gas and groceries to the cost of keeping farms running, families are being squeezed from every direction.What’s happening in Illinois farming should concern all of us.Young people who want to take over family farms are running into a wall of rising costs they simply cannot keep up with.<ul><li>Land is more expensive</li><li>Equipment costs more than ever</li><li>Passing a farm from one generation to the next is becoming harder every year</li></ul>The warning signs are already here. <h2>A Life in Nursing: A Journey of Connection and Care</h2>My nursing journey started with my mom, Ruth, when I was in third grade.That’s when she went back to school to become a nurse.At a time when most moms stayed home, and dads worked, she followed her passion, becoming an example for my brother and me that, at the time, I didn’t fully understand but was watching my future and what service looks like up close.<h4>Finding My Path</h4>You see, I didn’t start out planning to be a nurse.I went to the University of Evansville with the intention of studying secondary education and sports medicine. My goal was to be an athletic trainer.But in 1991, when I transferred to SIUC, something changed.I still remember that moment, standing with my mom in our kitchen, right before moving to Carbondale, and telling her I wanted to be a nurse.Her response, “It’s about time.”That fall, I started nursing school at Kaskaskia College.<h4>Learning the Heart of Healthcare</h4>As a nursing student, for my first job in the field, I worked as a nursing assistant at St. Mary’s Hospital in Centralia. I worked in medical-surgical units, the ICU, and telemetry.It was a high-pressure but practical major reality check about what nursing really is. It is not just tasks or charts. It is showing up for moms, dads, children, and too often, people who literally don’t have someone, at the hardest moments of their lives.One of my first patients, a woman who had suffered a stroke and didn’t speak much, was one of the first patients who made me feel like a nurse.It was simple; I would make silly faces when I walked into her room in the hopes of getting her to smile.She started calling me “Funny Face.”I’ll never forget her smile. She also provided me with a sobering introduction to the profound cycle of life and loss I would witness throughout my career.Her funeral was the first patient service I attended. That stays with you. It changes how you see people and how you understand care.<h4>A Career Without Borders</h4>Nursing took me across Illinois, Tennessee, Florida, Virginia, and California. Every hospital, every unit, and every patient taught me something different about healthcare and about people.Eventually, I settled in Florida and transitioned into hospice care. That is where I came to understand the deepest side of nursing.Hospice is not about giving up. It is about dignity, comfort, honesty, and making sure patients and families do not feel alone during some of the hardest moments of their lives.I cared for families trying to hold everything together while preparing to say goodbye to someone they loved. I cared for patients who did not want false promises. They wanted comfort, honesty delivered gently, and someone willing to sit beside them and listen.During that time, I was pregnant with my daughter, Jane, and my patients shared in that joy alongside me.One patient, who later moved into hospice care, gave Jane her very first stuffed animal. We still have it today.Another patient quietly saved her spare change to help me buy diapers because, as she told me, that was exactly what she had done for her own children years before.Those moments stay with you.They remind you that nursing is not just medications, procedures, or charts. It is relationships, trust, and the humanity people show each other even in the hardest moments. <h4>Fulfilling a Promise</h4>After Jane was born, I returned to bedside nursing. Before my mother passed away, she asked one thing of me: "Promise me you’ll do something in nursing that makes you happy." Since her passing, I have honored that promise by exploring every corner of the profession:<ul><li>Nurse Education: Sharing knowledge with the next generation.</li><li>Legal &amp; Clinical Review: Working for a law firm, reviewing medical records, and assisting in lawsuits.</li><li>Case Management: Assisting with Medicaid billing and insurance appeals, which provided the flexibility to move Jane and me back home to Illinois.</li><li>School Nursing: Bringing my experience full circle to care for students.</li></ul>Nursing has allowed me to challenge myself, learn the many sides of healthcare, and, most importantly, understand the profound impact of human connection.&nbsp;I’ve realized that while the technical skills are vital, it’s the "funny faces" and the shared stories that truly define a career in care.<h4>Managing Unexpected Change</h4>While working in the ICU after my daughter Jane was born, I woke up one morning with severe low back pain. I could still move and walk, so I did what nurses often do—I kept going and got myself to a chiropractor. But instead of improving, the pain escalated quickly.It got worse.Eventually, it became so intense that I nearly passed out. Imaging showed a large herniated disc, and in 2007, I underwent my first back surgery. I returned to work, determined to stay at the bedside I loved.Two years later, in 2009, the pain returned. This time, it required a second surgery, more complex, with spinal fusion and hardware to stabilize my spine. I went back to work again, but I was no longer able to fully meet the physical demands of ICU nursing. And because of my restrictions, I ultimately lost my position.So I did what nurses do when everything changes: I adapted. I packed up my life and moved with Jane so I could return to work in a different capacity, and eventually, I found my way back into nursing. I returned to the ICU for a time and later stepped into a Nurse Educator role in a Florida hospital. I then moved into a neurology unit in Orlando, continuing to care for patients in a different setting, but still at the bedside I had fought so hard to return to.Then the hardware failed.I underwent a second, two-stage spinal surgery. Afterward, my surgeon looked at me and said he had fixed my back, but he didn’t give me a new one. When I asked when I could return to work, the answer was clear. I would not be going back to bedside nursing.That moment changed everything.<h4>My New Nursing Normal</h4>Nursing had been my passion for all of my adult life, and this setback wasn’t going to change my commitment to patients.&nbsp;I transitioned into working from home, writing insurance appeals for a large hospital system, which allowed me to fight for the patient and the in-hospital services that were deemed medically necessary by their physician. It was still healthcare, still patient-centered—but from the other side of the system, where care is often decided by approvals, denials, and timing that patients cannot afford to lose. That role allowed me to bring Jane home to raise her here, where I grew up.I continued to follow where nursing needed me. I worked for a law firm reviewing medical records and supporting complex cases. This experience has shown me where our healthcare systems have failed not only patients but also those working at the bedside, due to short staffing and missed medications.&nbsp;I became a school nurse, bringing my experience back to where it first began, with children, families, and the everyday moments that shape a community’s health. Schools bring in dentists and eye doctors for students on Medicaid due to the inability to find the services that would accept the insurance.Over time, I began to see the same pattern in every place I had worked. Whether at the bedside, in hospice care, in hospitals, in schools, or in insurance appeals, I saw how deeply policy decisions shape patient outcomes. I saw how often delays, denials, and coverage gaps became barriers to care that nurses then had to try to solve in real time.And I saw something else, too.&nbsp;Our representation, our voice in Congress, was making too many decisions about healthcare without ever having lived what those decisions actually do to patients and families.&nbsp;When I look at the votes and positions from my now opponent, Mary Miller, I see support that leaves working families with higher costs, fewer protections, and more uncertainty in their healthcare and insurance coverage.That is not abstract to me. I have sat with patients waiting for approvals. I have helped families navigate insurance denials when time mattered. I have seen what those decisions feel like on the ground.<h4>That is why I am running for Congress.</h4>Because nurses understand what policy looks like when it becomes real. We understand what it means when a decision made in Washington shows up at a bedside, in a billing office, or in a family’s emergency room visit.We need more nurses in Congress, not fewer.We need people who understand that healthcare is not just a system on paper. It is a person waiting for answers, a family trying to make decisions under pressure, and a clinician trying to hold it all together when the system does not.My career has taken me from ICU bedsides to hospice rooms, from school health offices to insurance appeals and legal review. Everywhere I have gone, the lesson has been the same: care is connected, and policy is never separate from the people it touches.And nurses do not stop being nurses when we leave the hospital.We carry that responsibility, and those patients, with us everywhere we go.It is time that perspective had a place in Congress.

The online discussion will bring together residents, advocates and community leaders to talk about concerns surrounding proposed data centers in Champaign, Logan, Sangamon and Madison counties. Todd, a nurse and single mother who won a four-way Democratic primary by 49% earlier this year, said residents deserve to be part of the conversation as major projects move into rural communities. "People who live here should have a voice in decisions that will affect our water, infrastructure and future," Todd said. "These projects could shape our communities for decades, and families want honest answers about what that means for them." Rachel Stechman of Logan County is the founder of Logan County Indivisible, a small business owner and professional dog groomer who has been actively involved in community efforts surrounding proposed data center development in her area. She works to help residents stay informed, share resources and increase accountability from elected officials. Todd said the conversation is about making sure economic development works for local communities, not just large corporations. "As a nurse, I understand how important it is to think long term about the health and stability of our communities," Todd said. Edwardsville’s Jennifer Todd recently announced her candidacy for the 15th Congressional District. She is a former nurse and hopes to win the seat that represents parts of Madison County.The 15th Congressional District includes much of central Illinois, with the exception of an area cut out through the middle that is the 13th District, which runs from the population centers of the metro-east like Granite City and Alton, to the north through Macoupin County, to Springfield and over to Decatur. That is traditionally a Democrat stronghold which is currently represented by Democrat Nikki Budzinski. August 5 is the first day candidates can circulate nominating petitions.

Jennifer knows this reality firsthand; she has lived the struggle too, and understands what it means when wages do not stretch far enough.From groceries and gas to housing and childcare, everyday expenses are rising faster than wages. St. Louis Public Radio | By Will Bauer Published&nbsp;April 20, 2026 at 8:31 AM CDTEdwardsville nurse <a href="https://www.jentodd2026.us/" target="_blank" rel="noopener noreferrer">Jennifer Todd</a> wants to do something that many believe to be highly unlikely — win Illinois' 15th Congressional District as a Democrat this fall.Todd <a href="https://www.stlpr.org/government-politics-issues/2026-03-17/illinois-primary-election-results-governor-house-senate" target="_blank" rel="noopener noreferrer">emerged victorious</a> from a four-way primary last month, earning 45.8% of the vote. She'll face incumbent Republican <a href="https://marymillerforcongress.com/" target="_blank" rel="noopener noreferrer">Mary Miller</a> of Hindsboro in November.In the low-cost primary, Todd pitched herself as someone who understands the struggles of the working class, having previously used Medicaid for health care, the Supplemental Nutrition Assistance Program to eat and drawing unemployment."I understand the struggle, and that's where a lot of people feel that they can relate to me," Todd said in a recent interview.But even if Democrats overperform in the off-cycle elections, when the party in power tends to struggle, Todd will still have a massive hill to climb in one of the country's 35 most conservative districts."You're starting to see things turn," Todd said of her chances in November. "Can't really say, 'They're seeing the light,' but they're starting to see where it's hitting them in their pocketbooks and you're taking away things that they rely on."So far this year, Democrats nationally have <a href="https://www.npr.org/2026/04/08/nx-s1-5770114/democrats-wisconsin-georgia-election-shift-overperformance-trump" target="_blank" rel="noopener noreferrer">performed better</a> than before in Republican-dominated areas.The heavily gerrymandered 15th District stretches from the outskirts of the Metro East to the Indiana border and nearly to the Quad Cities. It's rated <a href="https://www.cookpolitical.com/house/race/483026" target="_blank" rel="noopener noreferrer">R+20 by Cook Political Report</a>, meaning Republicans have outperformed Democrats by 20 percentage points compared to the national average over the last two presidential elections.In 2022, Republican Darren Bailey beat Gov. JB Pritzker, 69% to 28%, in the 15th District. In 2024, Donald Trump beat Kamala Harris, 69% to 29%. This year, 87,450 Republicans voted compared to 29,409 Democrats in March's primary elections. But Todd believes building on her message of relatability, especially as affordability ranks as one of the top issues of the midterms, can win over non-Democratic voters."We're supposed to have different views and opinions," Todd said. "There are people you're never going to be able to change their way of thinking, and that's fine. We just have to do what's best for the district."Key to what's doing best for the district is routinely submitting requests for what's known as <a href="https://files.gao.gov/multimedia/gao-25-107274/interactive/project_explorer.html" target="_blank" rel="noopener noreferrer">Community Project Funding</a>, Todd said.Until the last two fiscal years, Miller hadn't submitted requests for the program — formerly known as <a href="https://appropriations.house.gov/committee-activity/archived-community-project-funding" target="_blank" rel="noopener noreferrer">congressional earmarks</a> — that allow representatives and senators to fund specific projects in their districts or states."The Community Project Funding are our tax dollars that we actually desperately need back in the district — in the 15th," she said. "They're to help fix infrastructure, which they're all starting to decay. Our small towns and villages and townships don't have the funding to be able to fix it — and that's what we pay our taxes for."Miller submitted <a href="https://marymiller.house.gov/fy26-community-project-funding" target="_blank" rel="noopener noreferrer">six projects</a> for fiscal 2026, and her office has posted its <a href="https://marymiller.house.gov/services/appropriations" target="_blank" rel="noopener noreferrer">accepting applications</a> for fiscal 2027. Miller, who took office in January 2021, did not submit projects from fiscal 2021 through fiscal 2025.Some in the ultra-conservative House Freedom Caucus, which Miller is a member of, are ideologically opposed to the program because they believe it to be <a href="https://www.politico.com/news/2021/02/24/house-freedom-caucus-opposes-earmarks-471344" target="_blank" rel="noopener noreferrer">ripe for abuse or wasteful spending</a>.Miller's campaign did not respond to a request for comment about her change of heart regarding the funding or her race against Todd.There are infrastructure projects, like replacing or upgrading water treatment plants, sewer and water pipes, water towers and roads and bridges, that could use federal funding, Todd said.In addition to the funding, Todd objects to the cuts to <a href="https://www.npr.org/sections/shots-health-news/2025/07/02/nx-s1-5453870/senate-republicans-tax-bill-medicaid-health-care" target="_blank" rel="noopener noreferrer">Medicaid</a> and <a href="https://www.hks.harvard.edu/faculty-research/policy-topics/social-policy/explainer-understanding-snap-program-and-what-cuts" target="_blank" rel="noopener noreferrer">SNAP</a> in Trump's so-called One Big Beautiful Bill and his continued use of tariffs when <a href="https://www.gasbuddy.com/charts" target="_blank" rel="noopener noreferrer">gas</a>, <a href="https://www.marketplace.org/story/2026/03/23/shock-to-global-oil-market-roughly-3-times-bigger-than-1970s-crisis" target="_blank" rel="noopener noreferrer">oil</a> and <a href="https://apnews.com/article/iran-war-fertilizer-availability-cost-farmers-aa846fb0e30d1060d8993c65d32fe12b" target="_blank" rel="noopener noreferrer">fertilizer</a> prices have all risen recently."That's uncalled for, and we have to find a better way," she said of the price farmers are paying for fertilizers.Todd, who lives less than a mile outside the district in Edwardsville, said she plans to move to Logan County, northeast of Springfield, if she wins in November to live in the district and be more centrally located for constituents.Copyright 2026 St. Louis Public Radio
