Jennifer Todd Invites IL-15 Candidates to Sign A Common-Sense Pledge to Restore Real Representation in IL-15, Vowing to End the “Chaos Tax” and Refocus on Constituent Needs

Springfield, IL — Jennifer Todd, a mom, nurse, native Illinoisan, and candidate for Illinois’ 15th Congressional District, today released “A Common-Sense Pledge to Restore Real Representation in IL-15” and formally invited her fellow primary and general election candidates to sign it.

The Pledge (see below) commits candidates to rejecting inflammatory rhetoric and prioritizing the core duties of Congress: legislating, representing, and serving constituents.

Todd’s campaign stated that the commitment is directly rooted in the thousands of conversations she has had with voters across all 35 counties of IL-15 over the past year.

“As a nurse, I believe in treating the symptoms but always aiming for a cure. Right now, the families of IL-15 are paying a ‘Chaos Tax’—the cost of living is rising, rural healthcare is threatened, and farmers face instability, all while our representatives focus on fueling division,” said Jennifer Todd. “This Pledge is a commitment to the voters that I will show up, listen, and lead with professionalism and integrity—just like the working families, veterans, and union members of this district deserve.”

THE PLEDGE

  1. Stop the Chaos Tax on Our Communities
    I, __________________________, pledge to refrain from using rhetoric, social media activity, or public statements that intentionally inflame division or pit neighbors against one another on the basis of faith, background, or political beliefs. I will use my public voice to promote common ground and focus on solving real economic and community needs.

  2. Duty of Service — Resource Delivery
    I pledge to actively and transparently pursue Community Project Funding (CPF) and all eligible federal grants to deliver essential resources to rural hospitals, schools, broadband, water systems, emergency services, and other vital infrastructure that strengthen IL-15.

  3. Duty of Legislation — Affordability & Local Needs
    I pledge to introduce, support, and co-sponsor legislation that directly addresses the core needs of IL-15 families, including:
    • Affordability (cost of living, groceries, utilities, housing, childcare)
    • Healthcare access
    • Quality education
    • Long-term support for farmers and rural communities
    I will work to protect and expand access to care across rural communities.

  4. Duty to Protect Local Agriculture — Fair Markets & Trade Stability
    I pledge to support policies that ensure stable markets for IL-15 farmers, including predictable trade practices, fair tariffs, strong crop insurance, and federal programs that sustain family farms. I will oppose reckless trade policies that harm commodity prices or destabilize rural economies.

  5. Duty of Vote — Accountability
    I pledge not to vote against essential, bipartisan funding that benefits our district, including:
    • Pay raises for U.S. troops
    • Veterans’ benefits
    • Rural infrastructure investment
    • Public school funding
    • Emergency services and disaster relief
    My votes will reflect the needs of the people — not partisan pressure or performative politics.

  6. Duty of Ethics — Integrity, Healthcare, and Support for Working Families
    If elected, I pledge to uphold the highest ethical standards and conduct myself with integrity, professionalism, and respect for the office, my colleagues, and every person in the 15th Congressional District. This includes a clear commitment to fair, respectful engagement — never name-calling, personal attacks, or disparaging those with differing views. Our constituents deserve a Congress that functions through cooperation and principled debate, not division or hostility, and I am committed to leading in a way that reflects that responsibility.

I will defend access to affordable healthcare, including Medicare, Medicaid, rural hospitals, and programs essential to seniors, children, and working families.

I further pledge to support working families by promoting fair wages, safe working conditions, and access to benefits that help communities thrive, strengthen local economies, and ensure every family has the opportunity to succeed.
