Breaking the Cycle.
That’s what we are doing here in this district.
For too many years, this district has been underinvested in and written off.
And when that happens, families get left behind.
Farmers.
Veterans.
Students.
Working families.
Rural communities.
People deserve representation, whether a district is considered “easy” or not.
Because when we stop showing up in communities like ours, it weakens trust in democracy itself.
And here in IL-15, you can see exactly where that leads.
In 2024, no one even ran against Mary Miller.
No real challenge.
No real conversation.
No accountability.
We cannot keep doing politics this way and expect different results.
https://secure.actblue.com/donate/may12tuesdays
We cannot keep letting maps and assumptions decide which communities matter and which ones get ignored.
But this cycle feels different because people here are ready for something different.
Four Democrats stepped up to run.
And, two Republicans challenged Mary Miller in the primary.
That does not happen in districts people truly believe are hopeless.
And the truth is, Mary Miller has never really had to defend her record in a serious general election environment.
Now she does.
This campaign is different because it is rooted here.
I’m a nurse.
A single mom.
The daughter of a veteran.
I’ve relied on Medicaid, SNAP, and unemployment before. I know what it feels like to worry about healthcare costs, bills, and whether there will be enough left at the end of the month.
I also know this district is full of hardworking people who are tired of being treated like second-class citizens by both parties.
People want someone focused on this district.
https://secure.actblue.com/donate/may12tuesdays
Not building a national brand.
Not creating chaos with divisive rhetoric.
Just doing the work.
That means showing up in all 35 counties.
Holding town halls.
Listening.
Having conversations.
Being present.
Because breaking the cycle is about more than one election.
It’s about finally investing in communities, like Palmer, Warden, Plymouth, and so many more that have been ignored for far too long.
And that takes all of us.
It takes people willing to volunteer.
-To organize.
-To knock doors.
-To make calls.
-To host events.
-To bring new people into this movement.
And yes, it takes financial resources too.
Not because money wins everything, we proved that in the primary, but because organizing across 35 counties takes real investment.
For example:
Every 125 miles driven across this 17,000-square-mile district costs about $600.
50 T-shirts also run about $650.
And that’s before the everyday costs of running a true grassroots campaign.
The truth is, races like this only become competitive when people decide they are worth fighting for before everyone else believes it.
That is how you build momentum.
That is how you surprise people.
And that is how you break the cycle.
Because if we want to strengthen democracy, we cannot abandon parts of it.
We have to show up everywhere.
And that is exactly what we are doing here.
Jennifer Todd
P.S. Breaking the cycle takes more than hope. It takes people willing to invest in this fight. Donate, volunteer, organize, and help us show up in every corner of this district.

Coffee & Conversation: Data Centers
Communities across Central Illinois are asking important questions about proposed data centers and what they could mean for our future.
Join us for our next Coffee & Conversation as we discuss concerns residents are raising about:
• Energy use
• Water demand
• Infrastructure strain
• Local community impact
I’ll be joined by community advocates Cindy Shepherd and Rachel Stechman for a conversation centered on listening to residents and making sure local voices are part of these decisions.
📅 Saturday, May 16
⏰ 10:00 AM
💻 Via Zoom
Guest Voices:
Cindy Shepherd (Champaign County) is the Energy Builder Director for Faith in Place, a multi-faith organization working with more than 300 congregations across Illinois to build healthier, more resilient communities. A Kansas native and 35-year Central Illinois resident, Cindy works with a coalition examining the potential impacts of hyperscale data centers. She advocates for policy guardrails that protect Illinois water resources, electric rates, and public health.
Rachel Stechman (Logan County) is the founder of Logan County Indivisible, a small business owner, and professional dog groomer. She has been actively engaged in community efforts responding to a proposed data center in her own area. Through her work, she helps inform residents, share resources, and increase accountability from elected officials.
If you live in rural or central Illinois, you already know this:
Reliable broadband isn’t a luxury. It’s essential.
It’s how kids do their homework.
It’s how farmers run modern operations.
It’s how small businesses reach customers.
It’s how families access healthcare through telehealth.
And it’s how people reach emergency services when every second matters.
Right now, too many communities across our district are still being left behind.
https://secure.actblue.com/donate/may5tuesdays
James, a farmer in Greenville, told me firsthand that broadband access is a huge need in his rural area. Modern farming depends on real-time information every day, from weather reports to markets, prices, and more.
When that connection fails, it is not just inconvenient.
It affects how work gets done and how families make a living.
Dropped connections.
Slow speeds.
Or no access at all.
That is not just inconvenient.
It is holding our communities back.
We need to treat broadband like the essential infrastructure it is, just like roads, bridges, and electricity.
That means investing in rural connectivity, expanding access, and making sure central Illinois is never an afterthought when federal resources are on the table.
We also need to think differently about how we deliver it.
Do the lines always have to be placed underground?
Could we expand access by running broadband along existing power infrastructure, or using the same routes that once brought telephone service out to farms?
These are the kinds of questions I have been asking for the past year, because the how matters if we are serious about reaching every community.
https://secure.actblue.com/donate/may5tuesdays
The difference is simple.
I will work to expand access, invest in rural infrastructure, and push for practical solutions that actually reach farm families, small towns, and underserved communities.
Mary Miller has opposed key efforts to expand the infrastructure needed to bring reliable broadband to rural communities like ours.
That choice has consequences.
When communities are left behind, we lose opportunity.
We lose growth.
We lose competitiveness.
We cannot afford to fall further behind.
I am running for Congress because I believe central and rural Illinois deserve better than being overlooked.
We deserve to be connected.
If you agree, I am asking you to support this campaign today.
Every contribution helps us reach more voters, build more momentum, and fight for the infrastructure our communities have been waiting for.
Together, we can build a future where every family, every farm, and every small town has the tools they need to succeed.
Jennifer
P.S. This campaign is about showing up for our communities and getting real results. That’s exactly what I’ll do for our schools, and your contribution today helps make that possible.

Coffee & Conversation: Data Centers
Join Jennifer for her next Coffee & Conversation, focused on data centers in the district and the concerns community members are raising throughout Champaign, Sangamon, Logan, & Madison Counties.
Residents are asking real questions about energy use, water demand, infrastructure strain, and what multiple data centers across the district mean for the future of their communities.
This is about making sure community members are heard across the district.
Jennifer will be there to listen directly to community members and hear what people are experiencing and concerned about across the district.
Because decisions this big should never happen without the people who live here being heard first.
You may have seen Mary Miller’s post last week attacking Chicago schools and teachers.
But here’s the problem — she doesn’t represent Chicago.
She represents us.
Here at home, we’re dealing with:
underfunded schools,
overworked teachers,
and students who aren’t getting the opportunities they deserve.
That’s what she should be focused on.
Instead, she’s choosing political fights that have nothing to do with our communities while supporting policies that take resources away from public schools, especially in rural districts like ours.
That hurts our kids. It hurts our teachers. And it hurts our future.
Our students deserve better.
And we cannot afford more of the same.
I’ve spent my life as a nurse, and I’ve seen how much a strong school system shapes a child’s future, and a community’s future, too.
We have a choice to make about what comes next.
If I’m elected, here’s what I’ll do:
Fight to fully fund our public schools so rural districts aren’t left behind
Support higher pay for teachers so we can keep great educators right here in our communities
Expand vocational and technical training so students can step into good-paying jobs, whether that’s college, the trades, or staying and working close to home
Make sure every student has access to the support they need to succeed, no matter their zip code
This is the choice in this race.
Mary Miller is focused on headlines and divisive rhetoric.
I’m focused on our kids, our schools, and our future.
Because when our schools are strong, our communities are strong.
And if we want stronger schools, we need new leadership willing to fight for them.
I’m grateful to have you with me in this.

This is about making sure community members are heard across the district.
Jennifer will be there to listen directly to community members and hear what people are experiencing and concerned about across the district.
Because decisions this big should never happen without the people who live here being heard first.
While Mary Miller isn’t listening to the people of this district, I am.
That’s why I’m running for Congress to fight for families who are being left behind on costs, farms, and opportunity.
Affordability is the issue I hear everywhere I go.
From gas and groceries to the cost of keeping farms running, families are being squeezed from every direction.
What’s happening in Illinois farming should concern all of us.
Young people who want to take over family farms are running into a wall of rising costs they simply cannot keep up with.
Land is more expensive
Equipment costs more than ever
Passing a farm from one generation to the next is becoming harder every year
The warning signs are already here.
Fewer than 9% of Illinois farmers are under 35, while the average farmer is now over 58. (Source: USDA Census of Agriculture / Illinois Farm Bureau analysis)
That is not just a statistic; it is a warning about the future of rural Illinois.
https://secure.actblue.com/donate/april21jentodd
If we do not act, we lose the next generation of farmers and weaken the rural economy that holds our communities together.
I want to change that.
I want young people to be able to stay here, take over family farms, and build their futures in the same communities they grew up in.
That means:
Making land more affordable
Helping families invest in equipment
Protecting the ability to pass farms down without being forced to sell
As a nurse and a mom, I understand what it means when hard work is not enough anymore.
And I understand what it means when young people feel they have to leave just to get ahead.
We have to be honest about the contrast.
Mary Miller is a millionaire who does not face the same cost pressures as families in this district.
She is not feeling what people here are feeling right now.
Prices are rising on groceries, gas, and the cost of keeping farms running.
Too often, she votes in line with those priorities, not the realities working families are living every day.
That is not representation, it’s distance.
This is where your support matters most.
We are seeing Democrats win in districts like this all over the country, but those victories come down to one thing: having the resources to actually reach voters before Election Day.
That means direct voter contact:
Knocking doors
Making calls
Sending mail
Running digital ads
So every voter knows there is a real choice in this race.
And, we hear you. Signs, t-shirts, billboards, and visibility across this district matter, and we want to put them everywhere people can see this campaign.
I want to change that.
That happens with support. Your support.
We have real momentum coming out of the primary. Now we have to turn that momentum into victory.
Thank you for being part of this,
Jennifer

This is how we win.
One conversation at a time, in every corner of this district.
Together, we just won a competitive four-person primary by building a grassroots campaign across all 35 counties of this district.
We traveled throughout our 17,000-square-mile district.
We listened to voters who have been feeling unheard.
We built support in places Democrats don’t usually reach.
And we won.
If you’re new to this campaign, welcome—and I’m really glad you’re here.
A big reason we won is simple: we listened.
That’s something people across this district haven't been getting from our current representative, and it’s one of the biggest reasons I decided to run.
Now, I want to take that commitment even further now that we are in the general election.
For those new to our campaign, I’m Jennifer Todd, the Democratic nominee for Congress in Illinois’ 15th District, challenging Mary Miller.
If we haven’t met yet, I hope we will soon.
The core of this campaign is still the same: listening, not talking at people.
Hearing directly from families, farmers, workers, and communities about costs, care, and opportunity.
That means:
Kitchen tables
Small towns
Farms
Healthcare workers, educators, and small business owners
And more, as every voice matters.
Across this district, how we show up depends on distance:
Closer to Madison County: meet and greets, house gatherings, local events
Farther counties: concentrated visits, multiple stops in a day, diners, and community spaces where people already gather
This is a 35-county, 17,000-square-mile district.
Showing up everywhere takes real travel, organizing, and resources.
We can’t do that without support.
If you want to help bring me to your community or organize a visit, please reply to this email.
And if you’re able to help cover the travel that makes this outreach possible, you can do that here.
I’d truly love to meet you and your neighbors, hear your stories, and learn what matters most.
Because public service means listening and showing up.
Jennifer
P.S. Whether you’ve been with us from the beginning or are just joining Team Todd, thank you. We’re building real momentum in a district people said couldn’t change, but it takes resources to keep showing up and competing everywhere. If you’re able, I’d be grateful for your support today.

We’ve had a lot of new people join this campaign over the past few weeks. If that’s you, welcome. I’m really glad you’re here.
If you’ve been with me from the start, thank you. We would not be here without you.
We won our primary. That matters.
Now the real work begins.
For those just getting to know me, I’m Jennifer Todd.
I’m a nurse, a mom, a neighbor, and someone who believes this district deserves a representative who shows up, listens, and fights for the people who live here.
I got into this race in January of 2025 because it was clear our district was not being heard.
I kept meeting families struggling with rising costs, farmers being left behind, and people who felt like no one in Washington was paying attention to life here at home.
I decided to step up because I believe our community deserves someone who shows up and fights for us.
Everywhere I go, I hear the same thing.
Costs are too high.
Groceries. Gas. Health care.
Farmers are worried about staying afloat.
Families are stretched thin.
Seniors are wondering how far their Social Security will go.
We can do better. And that is what this campaign is about.
Since the primary, we have been growing our grassroots team, reaching more voters, and building the kind of campaign it takes to win in November.
And here’s the truth of where we are right now.
We have volunteers ready to knock doors.
County chairs stepping up.
Organizations asking for yard signs and t-shirts.
That’s exactly the kind of momentum we need.
We would love nothing more than to deliver boxes of signs and shirts to every single county in this district. To show people, in a real and visible way, that this campaign is everywhere and that they have a real choice.
But those materials cost money.
And as you know, I’m not able to self-fund. Raising money in a district like ours isn’t easy, and most of us are in the same boat.
That just means we have to build this together.
If we’re going to meet this moment, we need to raise the resources to match the energy we’re seeing on the ground. https://secure.actblue.com/donate/april7jentodd
If you’re able to, please consider making a contribution today. Every dollar goes directly toward reaching voters and getting the tools our volunteers need into their hands.
