I’m a nurse, a mom, a neighbor, and someone who believes this district deserves a representative who shows up, listens, and fights for the people who live here.I got into this race in January of 2025 because it was clear our district was not being heard. I kept meeting families struggling with rising costs, farmers being left behind, and people who felt like no one in Washington was paying attention to life here at home.I decided to step up because I believe our community deserves someone who shows up and fights for us.Everywhere I go, I hear the same thing. Costs are too high. Groceries. Gas. Health care. Farmers are worried about staying afloat. Families are stretched thin. Seniors are wondering how far their Social Security will go.We can do better. That’s why I’m running for Congress to fight for families who are being left behind on costs, farms, and opportunity.&nbsp;Affordability is the issue I hear everywhere I go. From gas and groceries to the cost of keeping farms running, families are being squeezed from every direction.What’s happening in Illinois farming should concern all of us.Young people who want to take over family farms are running into a wall of rising costs they simply cannot keep up with.<ul><li>Land is more expensive</li><li>Equipment costs more than ever</li><li>Passing a farm from one generation to the next is becoming harder every year</li></ul>The warning signs are already here. Across central Illinois, families are working hard, but too many are still struggling to keep up with the cost of living. Jennifer knows this reality firsthand; she has lived the struggle too, and understands what it means when wages do not stretch far enough.From groceries and gas to housing and childcare, everyday expenses are rising faster than wages. People should not have to choose between paying their bills and planning for their future.Jennifer will fight to lower costs for working families, taking on price gouging, bringing down prescription drug prices, and making housing more affordable. She will support policies that grow good-paying jobs, strengthen local economies, and put more money back in people’s pockets.She will also work to ease the burden of childcare and everyday expenses so families can get ahead, not just get by.Jennifer believes if you work hard, you should be able to afford your life, and she is committed to making that a reality for families across the district.

We just marked the 250th birthday of the United States Army, and nearly 700,000 veterans call Illinois home. In central Illinois, we believe that when someone serves this country, we owe them real support, not empty promises.I will work to expand access to VA healthcare, especially in rural communities where too many veterans face barriers to timely, quality care. I will strengthen caregiver support programs, address toxic exposures, and streamline the claims process so veterans can access the benefits they’ve earned without unnecessary delays.I will fight to ensure the VA is fully staffed and properly funded, with a focus on critical services like mental health care and long-term care.I will expand access to reproductive and fertility services, including IVF, and ensure women veterans receive care that reflects their specific needs.I will prioritize support for veterans with service-related disabilities, as well as those facing challenges related to toxic exposure, housing insecurity, and homelessness.

St. Louis Public Radio | By Will Bauer Published&nbsp;April 20, 2026 at 8:31 AM CDTEdwardsville nurse <a href="https://www.jentodd2026.us/" target="_blank" rel="noopener noreferrer">Jennifer Todd</a> wants to do something that many believe to be highly unlikely — win Illinois' 15th Congressional District as a Democrat this fall.Todd <a href="https://www.stlpr.org/government-politics-issues/2026-03-17/illinois-primary-election-results-governor-house-senate" target="_blank" rel="noopener noreferrer">emerged victorious</a> from a four-way primary last month, earning 45.8% of the vote. She'll face incumbent Republican <a href="https://marymillerforcongress.com/" target="_blank" rel="noopener noreferrer">Mary Miller</a> of Hindsboro in November.In the low-cost primary, Todd pitched herself as someone who understands the struggles of the working class, having previously used Medicaid for health care, the Supplemental Nutrition Assistance Program to eat and drawing unemployment."I understand the struggle, and that's where a lot of people feel that they can relate to me," Todd said in a recent interview.But even if Democrats overperform in the off-cycle elections, when the party in power tends to struggle, Todd will still have a massive hill to climb in one of the country's 35 most conservative districts."You're starting to see things turn," Todd said of her chances in November. "Can't really say, 'They're seeing the light,' but they're starting to see where it's hitting them in their pocketbooks and you're taking away things that they rely on."So far this year, Democrats nationally have <a href="https://www.npr.org/2026/04/08/nx-s1-5770114/democrats-wisconsin-georgia-election-shift-overperformance-trump" target="_blank" rel="noopener noreferrer">performed better</a> than before in Republican-dominated areas.The heavily gerrymandered 15th District stretches from the outskirts of the Metro East to the Indiana border and nearly to the Quad Cities. It's rated <a href="https://www.cookpolitical.com/house/race/483026" target="_blank" rel="noopener noreferrer">R+20 by Cook Political Report</a>, meaning Republicans have outperformed Democrats by 20 percentage points compared to the national average over the last two presidential elections.In 2022, Republican Darren Bailey beat Gov. JB Pritzker, 69% to 28%, in the 15th District. In 2024, Donald Trump beat Kamala Harris, 69% to 29%. This year, 87,450 Republicans voted compared to 29,409 Democrats in March's primary elections. But Todd believes building on her message of relatability, especially as affordability ranks as one of the top issues of the midterms, can win over non-Democratic voters."We're supposed to have different views and opinions," Todd said. "There are people you're never going to be able to change their way of thinking, and that's fine. We just have to do what's best for the district."Key to what's doing best for the district is routinely submitting requests for what's known as <a href="https://files.gao.gov/multimedia/gao-25-107274/interactive/project_explorer.html" target="_blank" rel="noopener noreferrer">Community Project Funding</a>, Todd said.Until the last two fiscal years, Miller hadn't submitted requests for the program — formerly known as <a href="https://appropriations.house.gov/committee-activity/archived-community-project-funding" target="_blank" rel="noopener noreferrer">congressional earmarks</a> — that allow representatives and senators to fund specific projects in their districts or states."The Community Project Funding are our tax dollars that we actually desperately need back in the district — in the 15th," she said. "They're to help fix infrastructure, which they're all starting to decay. Our small towns and villages and townships don't have the funding to be able to fix it — and that's what we pay our taxes for."Miller submitted <a href="https://marymiller.house.gov/fy26-community-project-funding" target="_blank" rel="noopener noreferrer">six projects</a> for fiscal 2026, and her office has posted its <a href="https://marymiller.house.gov/services/appropriations" target="_blank" rel="noopener noreferrer">accepting applications</a> for fiscal 2027. Miller, who took office in January 2021, did not submit projects from fiscal 2021 through fiscal 2025.Some in the ultra-conservative House Freedom Caucus, which Miller is a member of, are ideologically opposed to the program because they believe it to be <a href="https://www.politico.com/news/2021/02/24/house-freedom-caucus-opposes-earmarks-471344" target="_blank" rel="noopener noreferrer">ripe for abuse or wasteful spending</a>.Miller's campaign did not respond to a request for comment about her change of heart regarding the funding or her race against Todd.There are infrastructure projects, like replacing or upgrading water treatment plants, sewer and water pipes, water towers and roads and bridges, that could use federal funding, Todd said.In addition to the funding, Todd objects to the cuts to <a href="https://www.npr.org/sections/shots-health-news/2025/07/02/nx-s1-5453870/senate-republicans-tax-bill-medicaid-health-care" target="_blank" rel="noopener noreferrer">Medicaid</a> and <a href="https://www.hks.harvard.edu/faculty-research/policy-topics/social-policy/explainer-understanding-snap-program-and-what-cuts" target="_blank" rel="noopener noreferrer">SNAP</a> in Trump's so-called One Big Beautiful Bill and his continued use of tariffs when <a href="https://www.gasbuddy.com/charts" target="_blank" rel="noopener noreferrer">gas</a>, <a href="https://www.marketplace.org/story/2026/03/23/shock-to-global-oil-market-roughly-3-times-bigger-than-1970s-crisis" target="_blank" rel="noopener noreferrer">oil</a> and <a href="https://apnews.com/article/iran-war-fertilizer-availability-cost-farmers-aa846fb0e30d1060d8993c65d32fe12b" target="_blank" rel="noopener noreferrer">fertilizer</a> prices have all risen recently."That's uncalled for, and we have to find a better way," she said of the price farmers are paying for fertilizers.Todd, who lives less than a mile outside the district in Edwardsville, said she plans to move to Logan County, northeast of Springfield, if she wins in November to live in the district and be more centrally located for constituents.Copyright 2026 St. Louis Public Radio

Because of redistricting, since 2022, Miller also has lived outside of the district.“It’s really close, but in the state of Illinois, you don’t have to live in the district you run for,” Todd said.Todd became interested in running because Miller was “unopposed” in the 2024 election, she said.While Miller was officially unopposed on the 2024 ballot,&nbsp;William Bonnett, 70, of Ashland mounted a write-in campaign as an independent. He received approximately 1,400 votes to Miller’s 309,000.“That can’t happen again,” said Todd, who is seeking the Democratic nomination.“There are a lot of things that I don’t agree with her on, especially transgender individuals and abortion rights,” Todd added in a telephone interview. “That’s taking us all backwards, it’s not taking us forward.
